CAPF doctor under question, made 60 unfit youth medically fit, MHA orders investigation
The matter is related to constable GD recruitment 2018. In that recruitment, there were 60 candidates who were unfit on medical grounds, but were shown fit in the examination. Of these, 17 youth were given medical treatment by CRPF doctors. The special thing is that out of 17 candidates, seven were selected for CRPF. The remaining candidates were allotted other forces.
The recruitment process for the post of constable in the Central Paramilitary Forces is under question. Surprisingly, 60 unfit candidates were declared fit in the medical examination. This matter came to light in the medical done at the time of joining. Preliminary investigation into the matter was conducted. CAPF's ADG Medical found this case to be true. He sent his report to the Union Home Ministry. Doctors of many forces including CRPF came on the radar. Considering the seriousness of the matter, the Home Ministry issued orders for a 'Court of Inquiry'.
According to reliable sources, this matter is related to Constable GD Recruitment 2018. In that recruitment, there were 60 candidates who were unfit on medical grounds, but were shown fit in the examination. Of these, 17 youth were given medical treatment by CRPF doctors. The special thing is that out of 17 candidates, seven were selected for CRPF. The remaining candidates were allotted other forces. For the purpose of completing this medical procedure, 16 medical officers/CMOs of CRPF were put on duty. Candidates declared fit by them in medical examination were found unfit at the time of joining. Medical Officer, Senior Medical Officer/CMO, Group Center 'GC' of CRPF were working at many other Group Centers including Pune and Nagpur.
Like Dr. Sushil Kumar, SMO GC Pune, had done the medical treatment of Yuvraj Gokul. He was shown fit in the detailed medical examination (DME) conducted on February 8, 2020. When the medical was done again at the time of joining during March 2021, Yuvraj Gokul was found unfit. This medical procedure was conducted at CRPF GC Nagpur. The young man was suffering from 'Scoliosis of the thoracic spine', which is considered a permanent disease. Despite this, he was not declared unfit in the 'detailed medical examination'.
The second case is also related to Dr. Sushil Kumar. He had done the medical of Waghmare Ketan Bhiku on 11 January 2020. Later this candidate was also found unfit at the time of joining. The reason for being unfit was 'Syndactyly of middle and ring fingers of both hands'. This is also considered a kind of permanent disease.
The third case is related to Dr. Santosh Kumar 'MO' in GC Pune. He had done the medical of Humbarde Pawan Kumar Bibhishan. The candidate was shown fit in the medical process, but was declared unfit at the time of joining GC CRPF Nagpur. He was suffering from 'Syndactyly of toes of both feet'. This is also considered a permanent disease.
The fourth case is of Dr. Manju Shah, SMO. He had done the medical of Neemgade Parashik Vilas. He was declared fit after a detailed medical examination on 20 January 2020. When he joined GC CRPF Pune, he was found unfit. He also had a chronic illness.
Similarly, such complaints were seen in other forces also. ADG Medical, CAPF, investigated the matter. On the report submitted by him, the Union Home Ministry issued orders for a 'Court of Inquiry' into the matter. It will be seen in the investigation under what circumstances the doctors have prepared such a report. What were the reasons behind that? The report of the 'Court of Inquiry' will be submitted directly to the DIG Vigilance. The recruitment branch of CRPF has informed the Special DG, Central Zone, South Zone and J&K Zone regarding the 'Court of Inquiry'.
Recently also, two CRPF doctors had come on the radar of the headquarters. Both the doctors were part of the detailed medical examination (DME) board at the force's group center in New Delhi. Both the doctors were removed from DME duty due to serious allegations of alleged corruption. A complaint was received regarding doctors that they have taken bribe in the physical and medical fitness test of the candidates selected for the post of SI in Delhi Police and CAPF.
Demand to fill vacant posts through medically fit candidates :
As part of the campaign started on social media demanding joining CAPF, the candidates wrote in their tweet, what is our fault. The final result of SSCGD 2018 recruitment came in the fourth year. In lieu of about sixty thousand vacant posts, about 54 thousand youth were given joining in the central paramilitary forces. Earlier, 109552 youth were declared medically fit. He had full hope of getting the joining letter. These candidates told that the result of recruitment came after four years. Due to this many candidates became overage. He didn't even have a second chance. Since these youth had passed the medical and physical examination, they were demanding joining. The youth said that in 2018, joining was given on about five thousand less posts than the number of posts for which recruitment was done. A demand was made to fill the posts which remained vacant through medically fit candidates.
Filling the vacant posts will benefit the candidates :
Medically fit candidates say that the Delhi High Court in its decision given on December 21, citing an office memorandum issued by DoPT on June 13, 2000, had said that it will be beneficial for the candidates to fill the vacancies left with the government. . Secondly, this will save the government's expenses, because it will not have to start the recruitment process again. The vacant posts in SSB and CAPF should be filled through the candidates already involved in the recruitment process. Merit, category and state domicile should be seen in this. The court has given the government four weeks time to give the appointment letter. Besides, seniority will also have to be given to the candidates, but they will not get the benefit of previous salary. After this, the candidates tried to find out the recruitment status in SSC and Union Home Ministry, but no information was received from anywhere. The High Court had given that decision by combining several petitions and hearing them together. Passing various stages of the recruitment process in CAPF, 152226 candidates were sent for medical. Out of these, 109552 candidates passed. When the result was declared, it came to light that 54411 were given appointment letters.
This office memorandum of DOPT was cited :
DoPT office memorandum issued on 13 June 2000 states that vacancies which are not filled are not to be carried forward. To be filled from the waiting list/reserve list in the same year. In the eight petitions related to the said case, it was said that there was an exam of 2018, in which the candidates were slightly behind the qualifying marks. There were 5981 vacancies for ex-servicemen. Out of them, 172 were selected, the remaining posts remained vacant. The results of 260 people were withheld. The reason given behind this was verification. It was said in the petition that if these vacancies are filled then we can be selected. The Government Council had argued in support of the recruitment process, saying that there were more candidates, due to which recruitment took more time. If a candidate qualifies, it does not mean that he will be entitled to appointment. After that the cut off marks list is prepared and only then the appointment takes place. The Government Council justified the method of recruitment. In the SSCGD 2018 exam, 3041284 candidates appeared in the computer based test. Out of these, 554903 applicants were shortlisted for the physical examination. After this, 152226 candidates were selected for medical examination. 29 people got their medical done after taking orders from the court. A total of 109552 candidates passed the medical. The government did not make any provision for waiting list in this, no document could be presented before the court in support of this.
The matter was stuck on six thousand posts :
The matter of recruitment for about six thousand posts in CAPF was stuck. The government lawyer had said, the number of vacancies is fixed for different states. The posts fixed for one state cannot be filled by candidates from another state. Candidates will have to be taken from the same state. Merit and category will also have to be kept in mind. 10 percent posts were for ex-servicemen. If he has not been able to fill the vacancy then other candidates may be given a chance. The government lawyer also considered this process correct. Before the release of the result, the vacancy meant for ex-servicemen from other categories was filled. 55912 applicants were selected. Some posts were kept vacant on the orders of the court. About four thousand posts remained vacant because eligible candidates were not found. DoPT's office memorandum says that vacant posts have to be filled from the waiting list only. No waiting list/reserve list was maintained in this case. Counsel for the applicant said, as per the office memorandum of DoPT, the vacant posts should be filled from the reserve list. The court rejected the fact that the recruitment process took a long time. In the end, the court said in its decision, it will be beneficial for the candidates to fill the vacancies left with you. You didn't even make a waiting list. In such a situation, you will also be benefited, because you will not have to start a new recruitment process to fill the vacancy. Government expenses will be saved. Those vacant posts, on which no one has joined, should also be filled with the candidates of SSB and CAPF SSCGD 2018. In this, merit, category and state domicile should be kept in mind.
